This can be controlled by ALM Producer Portal admins by the configuration present under :-
System -->Configure-->FlexNet Operations--->"Show maintenance line items custom attributes in Entitlements Page"
By enabling this config, user can view the maintenance line item custom attribute values on the Producer portal/End user portal entitlements page.
