SQL Server consumption problem repartition

I have a problem with my consumption in FNMS for SQL.
I have several branches, which make different purchases.

I have a problem: like in my screen. The consumptions will not prioritize the licenses already under purchase for this company, so we have to make the modification on excel file, or make manual allocations for each server.

Do you have any idea how to make FNMS behave better in terms of consumption? How in my example, not to put the consumption at the level of SQL 2012 for example but at Server Standard per Corder under SA?
