Oracle has decided in 2019 that any new Update of any Java versions… as well as any new “BPR” build, would require a license… either calculated on the Oracle Processor metric for servers or per user on desktops.
Impacts can be millions of dollars and the tracking of deployed versions is a nightmare… gloomy dance…

This is an excellent 'Summary' of the various JAVA licensing blog/forum/KB in the community. So people won't get lost :).  

One of the KB article you refer "https://community.flexera.com/t5/FlexNet-Manager-Knowledge-Base/Java-build-version-changes-in-FlexNe...

Somehow when I clicked it's now 'invalid' ....could you please help to check from Flexera where this KB moves to (by any chance KB team use a different URL now etc)
