Data Platform fails to process catalog and update files 5.5.64

Server is offline server. version is 5.5.52 trying to go to 5.5.64. We go to the offline sync, we point it to the correct zip file, it processes the file to 100% then does nothing. It never starts a sync or pushed updates. Is there a way to start this manually? Is there a PowerShell command or command line command that we can use to process this manually? IF so can you point me to the documentation to do this.
