I don't know the Data Platform product that well, but I'm not sure that Data Platform tracks and stores the type of data you are looking for here - unless maybe you have some kind of custom configuration or data mashup in place.
Can you see application owner information anywhere in the system (i.e. not in a reports)? Maybe if you can share a screenshot of if/where you do see data this somebody might be able to comment on whether the data would be accessible in a report format.
