Sincerest apologies for the slow reply. I thought I had already responded, but clearly I didn't. My only insight would be that it probably wasn't made to work that way. I've only ever used question conditions on questions that were presented to the requester, not the approver. I suspect the approval workflow is determined at the time the requester submits the request. At that point, the question hasn't been answered yet, so the condition can't be properly evaluated. The note about the question not showing up in the conditional approval tab when set to "Approver" tells me that it shouldn't work. I would suggest creating an Idea for this.

The feature matrix you reference is showing the differences between using Flexera's "App Broker" portal UI versus using the ServiceNow portal UI with App Broker. This does not reflect differences between App Portal and App Broker, as they are exactly the same product/binaries. The only difference between them is the license file, which activates the REST APIs for App Broker license files. Please note that while there is no cost to switch from an App Portal to an App Broker license, there are potentially implications on the way in which the software is licensed. With the App Portal SKU, Flexera used to offer device-based licensing (though that is no longer true). With the App Broker SKU, Flexera only offers user-based licensing. If you currently have an App Portal license that is device-based, you will need to convert to a user-based licensing structure under App Broker. Please consult with your account manager for more information.
