My windows machine with the FlexNet publisher crashed and cannot be restored. How can I return my licenses and activate it on a new machine?

Is there an option to buy "Flexera InstallShield 2020 Professional Perpetual" with one floating licenses and "Flexera InstallShield 2020 Standalone Build" with five floating licenses?If not, what options for floating licenses exists?
