Been through this a couple of times and it is easier to just stand up a new SQL environment. Then you can either backup the databases and restore them to the new SQL server, or use MS Data Migration Assistant to migrate all the SQL databases and logins etc. You could run compatibility assessments from this MS tool as well if you wanted to.
Then just reinstall the FNMS server roles on your new servers and point them at the databases hosted on your new SQL environment.

@MurrayPeters This exact command, even without specifying the -o UploadLocation works. You do need to set the DEPLOYSERVERURL in order for it to work without setting -o UploadLocation though. Thank you!
