Cause
The behavior is caused by an issue with InstallShield 2014 IsCmdBld.exe
Steps To Reproduce
1. On a Machine with a Japanese OS, install Japanese IS 2014 SP 1.
2. Create a new Basic MSI project.
3. In the Setup Design View create a default feature and component.
4. Save and close the project.
5. Open an Administrative Command Prompt.
6. Go to <program files>\InstallShield\2014\System\.
7. Launch ISCmdBld.exe ?p <path to project file>.
8. Build the project.
9. Note that the output descriptions are incorrect and appear as '???'.

Resolution
- Close InstallShield.
- Download the attached IsCmdBld.zip.
- Navigate to the InstallShield System folder (locations specified below).
- Rename the file IsCmdBld.exe to ORIG_IsCmdBld.exe.
- Extract the file IsCmdBld.exe from IsCmdBld.zip to the System folder.
- Test ISCmdBld.exe ?p <path to project file>.
