Symptoms

Using ISCmdBld.exe in IS 2014 outputs Japanese characters incorrectly. The console output characters appear as '???'.
Building from the InstallShield IDE displays the output correctly.

Cause

The behavior is caused by an issue with InstallShield 2014 IsCmdBld.exe

Steps To Reproduce

1. On a Machine with a Japanese OS, install Japanese IS 2014 SP 1.
2. Create a new Basic MSI project.
3. In the Setup Design View create a default feature and component.
4. Save and close the project.
5. Open an Administrative Command Prompt.
6. Go to <program files>\InstallShield\2014\System\.
7. Launch ISCmdBld.exe ?p <path to project file>.
8. Build the project.
9. Note that the output descriptions are incorrect and appear as '???'.

Resolution

  1. Close InstallShield.
  2. Download the attached IsCmdBld.zip.
  3. Navigate to the InstallShield System folder (locations specified below).
  4. Rename the file IsCmdBld.exe to ORIG_IsCmdBld.exe.
  5. Extract the file IsCmdBld.exe from IsCmdBld.zip to the System folder.
  6. Test ISCmdBld.exe ?p <path to project file>.
