Symptoms

During a build, you receive the following build error:

ISDEV : error -7141: An unexpected error occurred embedding file <path to setup.exe>

Cause

Often this build error is triggered due to negative interactions with the local machine?s anti-virus, anti-malware or other security software.

Workaround

Turn off the anti-virus software and attempt the build again. If the error still occurs, reboot the machine. Disable the anti-virus and then launch InstallShield and attempt to build.
If the error persists, please contact support and check the community to troubleshoot the issue further.

It occurs while building InstallScript project in a machine with low Diskspace, So should check disk space as well.

This needs a proper fix, it's not acceptable for a lot of environment to turn Anti-virus software off.

The issue is still present in InstallShield 2020 R3 SP1 which is not listed.

The build can fail on one or more files when building. The files it fails on are not always the same, even when using the exact same source. Occasionally the build might even succeed, even though the exact same source is used that failed to build 10 time before.

This makes me think it is a timing issue where the anti-Virus software keeps a file occupied while scanning.

To fix within InstallShield it might be as easy as implementing a check/wait till the file is free to use and/or  implement a retry with a short delay.
