Why won't the 64-bit Visual C++ 2015 - 2019 prerequisite install if the 32-bit is already present?

Since including the Visual C++ 2015 - 2019 prerequisite in my install, I have a had a few problems where the 64-bit version is not getting installed if the 32-bit already exists on the system.  Why is that?

What can I do to ensure that the 64-bit gets installed on a 64-bit OS when needed?  Can anyone point me to a correct set of conditions for this prereq (32 and 64).

The lack of it getting installed is causing our 64-bit version of the application to not be run by testers.

Realized that there is a new version of the Visual C++ 2015 - 2019 prerequisite (14.26.28720.3), so will implement that but pretty sure all the conditions were for the old version.
