Hi flywang,
Please remember that Windows Installer follows rules when replacing files on a system, I recommend you take a look at the following:
Check Rules 15, 16 and 17 here: http://blogs.msdn.com/b/windows_installer_team/archive/2006/05/12/595950.aspx
Take a look at the File Versioning Rules (mentioned in Rule 17 in point above) here: http://msdn.microsoft.com/en-us/library/aa368599(v=VS.85).aspx
And also check this article on replacing existing files here: http://msdn.microsoft.com/en-us/library/aa371221(VS.85).aspx
Regards,
Juan Carlos
- Are you performing an upgrade or are you performing a clean installation that replaces existing files in the system?
- Are you replacing system protected files?
- Have your key files been modified?

Also, if you could generate a log of your installation and post it that would help a lot.
Regards.
