Upgrade from InstallShield X
I upgraded a InstallShield X project to InstallShield 2010 and observed some strange thing: like in the new version the Language Slection Dialog is empty.

You may want to verify that the release you are building contains the default project language and other languages. As a test, create a new release with the release wizard and select all languages that should be included in the build. Then build and run that release to see if the behavior has changed. If it has, there is likely some issue with the languages selected in the existing release.

I tried everything. Basically in InstallShield X is everything is cool. After upgrade I create a new release and I checked the language selection didalog and a few languages, the dialog appears but it is empty.
