Uninstaller Error in Windows Vista

I create a installscript project, and redefine the OnEnd() to just call the functions SdFinishReboot:
SdFinishReboot("","",SYS_BOOTMACHINE,"",0);

Nothing more...

But when I uninstall the programme in vista, after I choose to reboot the system after uninstallation, I found a message box pops up:
An error occurred while trying to remove XXXX. It may have already been uninstalled.Would you like to remove XXXX from the Add or Remove programs list?

Why? Is there something that I forget to do?

I has the same problem in Vista/Win 7.
Although there are some ole posts about this issue in IS12 /IS2009 forum
(KEYWORD is ARP 、 Vista、reboot、 error message、uninstall), but
I can't find any solution or hint. Anyone could tell me how to solve this issue
or any hotfix about it.

Is this installshield or microsoft limit ?
