Signtool.exe no longer gets installed with the standalone build

It appears that, starting with Installshield 2015, signtool.exe is no longer installed with the standalone build product. Does anyone know why and if it will be back in some later release?

Noticed this in the online InstallShield help for IS 2015 (full product not SAB), Upgrading Projects from InstallShield 2014 or Earlier

Removal of SignTool.exe and Signcode.exe from InstallShield Installation

SignTool.exe and Signcode.exe are no longer installed on your machine when you install InstallShield. If you want to digitally sign your files manually, consider using SignTool.exe, which is installed with Visual Studio and included in the Microsoft Windows Software Development Kit (SDK).
