ShellExecuteEX failed; code 1155 - on a custom action

InstallShield 2016 Professional. Windows 10.

I've created a very straightforward
custom action: New EXE - Stored in Binary table
Return Processing: Synchronous (Check exit code)
In-Script Execution: Immediate Execution
Execution Scheduling: Always Execute

Install UI Sequence "After InstallWelcome" (though I've tried many other points including
Install UI Condition: NOT REMOVE

Whenever I run the installer I get the following error:

ShellExecuteEx failed; code 1155
No application is associated with the specified file for this operation

Any suggestions would be greatly appreciated!
