Read&Execute permissions for AuthenticatedUsers not working in windows10

Hi Team,

I gave read&execute permissions to a file for AuthenticatedUsers. It works fine in windows servers. But in our local windows10 local users are able to modify the file. 

I am using installshield 2012. Can someone help, how to restrict Authenticated users/Users from modifying a file in windows 10.

Can someone help to provide a icacls command or installscript.
