Question about move license of intallshield Primier 2013

Dear technique support,

I bought a license of installshield (a license per a machine).
Now i want setup OS again or move license to other machine
How to i can do it?

First, please read http://support.installshield.com/kb/view.asp?articleid=Q200878

Before changing the machine, The license can be returned by going to [Help] -> [About InstallShield] and selecting the [Return] button.

i can NOT start installshield because error then can NOT implement step " [Help] -> [About InstallShield] and selecting the [Return] button"
How to active software after setup OS or setup installshield again?
