Offline activation not working
I’m trying to use InstallShield 2014 on my PC. This is the very first install using this new activation serial number.
Online activation failed, so I'm trying to do an offline activation. I follow the instructions, create the license request file, load it on the site, and I get an activation.xml.
I load the file into the client and attempt to activate, but I'm getting a "Error 51311 - One or more response actions failed" error message. It's saying that the response text isn't properly formatted.. I didn't write the .xml file!
I need to use this product that I paid for.. why wouldn't it activate online or offline?
How can I proceed?

If you try offline activation (as documented in Activating Through a Web Page), but you encounter an unexpected error, you'll want to contact Support. They should be able to help you.
