Odd prerequisite behavior

Here is a prerequisite definition:

The required file "C:\Users\...\Downloads\PDFXVwer-2.5.exe" exists at time of build (no such error reported)

Here is what users report:

• Prerequisite runs even is software is already installed (condition on registry seemingly met)
  
• When user chooses to install, he gets a message saying "install file can't be found" while the setup file is set to be included see '' above
