Not able to install MSI generated from installShield 2014 server pack

Getting below generic error message while in installing MSI generated from installShield 2014 server pack.

MSI (s) (60!D0) [07:55:28:038]: Closing MSIHANDLE (1630) of type 790531 for thread 5328
CustomAction ISIISInstall returned actual error code 1603.

 When application is trying to connect IIS to create the site under IIS , it's not happening and rolling back the installation . Also related to this error in event viewer also it is not writing any thing and only custom log file  is generating.

Is this related any permission or access issue I am not sure because we ran it as amdin only.
