.Net 3.5 SP1 will not install on some computers

On some, but not all, computers the Microsoft .Net framework v3.5 SP1 will not install. The problem is not with the InstallShield prerequisite; I can't get that version of the framework to install no matter what I do -- even if I download the official package from Microsoft. .Net v3.5 without SP1 will install. I am logged on with Admin privileges. The Windows Installer service is running.

All computers tested (failure and success) are Windows XP with SP3.

Is there a hardware-specific or BIOS related error that anyone knows of? I've searched the InstallShield FAQ and Googled the problem but can't find anything.

Ideas?

Anything you can observe from the log files in the %temp% folder? Like:
dd_dotnetfx35install.txt
dd_dotnetfx35error.txt

Yes, in the %temp%\dd_XPS.txt log file, I got this:

Failed To Enable SE_SECURITY_PRIVILEGE
Setup encountered an error: You do not have permission to update Windows XP. Please contact your system administrator.

I have since google'd this, and found a possible fix, but it involves asking a domain administrator to modify a registry setting on the computer; something we wouldn't want our customers to worry about. And anyway, I'm logged on with a user account that has Administrative privileges, so I'm surprised it's a permissions issue.
