Can you check Require Administrative Privileges and see if it's set to Yes?
If your release includes setup.exe, you can set Required Execution Level accordingly.

1) change the “Required execution level” to administrator. You can find this option in “Media ->Release->Setup.exe”.
2) Also add property MSIDEPLOYMENTCOMPLIANT = 1 in the property manager.
