LoadSQLLIbrary error

Hi,
what ever we do create from sctrach ISM.
it always throws this error ,
any one knows how to workaround this?

I'm a colleague of ciptojohn, I have added more details by replying but it seems a reply needs to be approved by admininstrator before it gets displayed.

So, we have this existing & old InstallShield .ism, it can generate the .msi installer though during build it gives some errors related to SQLAGENT, SQLSERV merge modules cannot be found.

We downloaded the SQL-related merge modules and re-build, so the errors are now gone.

The problem is, when we run the installer, it goes straight to the "InstallShield Wizard Completed , the process was interrupted... ... ".

From the log file, it says the following:

Action 18:02:42: GetSqlStates.2D02443E_7002_4C0B_ABC9_EAB2C064397B.
Action start 18:02:42: GetSqlStates.2D02443E_7002_4C0B_ABC9_EAB2C064397B.
SOFTWARE\Microsoft\Microsoft SQL Server Setup.{4E3FF4EB-FF93-47A7-AB70-9E02CD298407}
Failed to determine supports files directory in LoadSqlLibrary
CustomAction GetSqlStates.2D02443E_7002_4C0B_ABC9_EAB2C064397B returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)
Action ended 18:02:42: GetSqlStates.2D02443E_7002_4C0B_ABC9_EAB2C064397B. Return value 3.
Action 18:02:42: SetupCompleteError.
Action start 18:02:42: SetupCompleteError.
Info 2898. For Tahoma8 textstyle, the system created a 'Tahoma' font, in 0 character set.

I have tried the following to no avail:
- swap the sequence of AppSearch after LaunchConditions: - https://groups.google.com/forum/#!topic/microsoft.public.win2000.msi/WEGxHiv0v2o
- reorder the actions in the tables - http://forum.installsite.net/index.php?showtopic=7345
- run the cmd As Admin

If you have any suggestions, comments it'd be very much appreciated.
