License registration

We have InstallShield 2012.  The machine it was running no longer works.  How do I get the license transferred to a new pc?

I too am facing this issue for an Install Shield 2020 license which has been released on an old colleague's machine (via "Help → About → Return License") but is failing to be usable on their replacement's machine running Install Shield 2021.  Any advice would be appreciated...
