Installshield exe installed through codebase versioning not working

I have an ActiveX control that I have created using Installshield, that I am embedding in an object tag (see below). The version installed on my machine is 1.0.0.21, and just to make sure I am imputing the version id correctly, I have set the next version to 1.1.1.1. However, it is not installing the latest update. if I have -1,-1,-1,-1 it works great, but I would prefer to stay away from that. Any idea why it isn't installing the latest active x version? Again, it works if I have -1,-1,-1,-1.

If you run the setup.exe normally, does it perform the upgrade?

Yeah. it works fine if I manually run the setup.exe file. Sorry, for the delayed response. I never received an email saying that someone had commented.
