How to skin the loading dialog?

I have a single output setup.exe.

When I double click it, the initial dialog has default images.

This dialog says: Preparing to install.

I've gone through all the dialogs under User Interface Dialogs, and changed the images there. And the rest of the dialogs are working.

Just this initial one I can't find?
