How to add a dialog to _ISUser.dll

How do I add a window to the _ISUser.dll? ie, Dialog 12029 is the SdLicense window - I want to make changes to that window in _ISUser.dll - how do I get it in the file to edit it? I have some windows in this file already and have edited them but I don't know how to add a window.

What project type do you have?
I think you can update it in both MSI/InstallScript projects in Dialogs section.
