How to activate WCF on Vista?

.NET Framework 3.0 prerequisite is installed. Now I have to activate WCF Windows Feature from installation. Or at least detect if it is not activated. On Server 2008 ServerManagerCmd.exe does the trick. What could be used on Vista?
