Exclude config file from Primary Output

We use different versions of app.config files. Default app.config file is a development version and it should not be deployed. Instead we deploy a custom made app.config file as part of project content.

I added both "Project Output" and "Project Content". However, installshield did not detect that both include the same file. I found no way to exclude one.

Could you kindly let us know the exact steps which you have performed.

Could you also provide us a sample project and a brief description of the steps which you have performed so that we can investigate further.

Kindly provide us all the contents of the project found under the visual studio 2010\Projects folder.
