Error 1606. Could not access network location 1

We are facing the error "Error 1606. Could not access network location 1" while developing one of our products in basic msi project using Installshield 2020. Our development machine is a Virtual Machine and we are facing this issue only when we install our product on a physical machine.

We have narrowed down the issue. The issue we are getting only at the time when we add the third checkbox to a dialog. up to two check boxes it is working without any issues.

what is your project type?

Since the issue is only when you select 3rd check box, what is this checkbox used for? 

if you dont select 3rd checkbox, is your installer working without any issues?
