Error 1310 Error writing to file

I was packaging Microsoft InfoPath 2010 and I am now recieving Error 1310. Error writing to file: C:\Windows\winsxs\Catalogs\(long string).cat. Verify that you have access to that directory. Does anyone know how to resolve this?
