Disable File Restore

I have an InstallScript (IS2008) project.
I want to allow the user to delete installed files.
Currently deleted files are restored automatically.
How can I disable file restore?

I don't think InstallScript projects have any sort of self-repair built in; could this be an InstallScript MSI project, for example?

If not, what triggers the files' being restored?
