Desktop Icon in Wrong Folder on Win 2008 R2

I have an installation that is installing an icon on the desktop using a folder called DESKTOP_IDM. DESKTOP_IDM's parent folder is set to DesktopFolder. After I install on Windows Server 2008 R2, the desktop icons do not show. If I refresh the desktop, I get an error that C:\Users\Administrator\Desktop is a location that is not available.

The links themselves are in a subdirectory in the Public folder.

Has anyone run into this? Do I need to change where I'm installing the icons on Win2k8R2?

using a Basic MSI in InstallShield 2009 Professional.

I've been doing some research, and it looks to me like 2008 R2 doesn't support desktop icons unless the Desktop Experience feature is on? Does that seem right?

Or is there a different Windows directory I should use for per-machine installations for all-user desktop icons for 2008 R2 (and maybe Windows 7)?

Any help would be appreciated here...
