Custom action running before files are copied

I have an install that I have been working on for a while now. It has many custom actions, some of these are set in the sequence table to run after all the files have been copied and they have been working great. This install also had 4 Crystal 11.5 merge modules in it. I unselected those merge modules and linked in the new SAP crystal merge module. Now my custom actions that were running after all the files were copied is running before the file copy. Does anyone know why this would change by just unselecting a set of merge modules in the redistributable window?

This has really stumped me.

Are these custom actions in immediate execution or Deferred Execution (After InstallFiles)?

Setting them to Deferred execution will trigger the custom action after the files are copied (provided its sequenced After InstallFiles action)
