Cannot stop and delete service during uninstall
I can't still make it work. Using 'Control NT Services' I am trying to stop and uninstall the service during uninstallation of the product. See the first screenshot. But in Win 2008, when I try to uninstall the product I get a warning saying that "The Following Application should be closed before continuing the installation:

Then I have the option of "Automatically close applications and attempt to restart after setup is complete" or "Do not close applications. (A Reboot will be required.)"
When I select the first option then I get this message:
"The Setup was unable to automatically close all requested applications. Please ensure that the applications holding files in use are closed before continuing with the installation." OK , Cancle
I do not know why the 'Control NT Services’ does not stop my service?!' Am I doing something wrong?

Does an MSI log you create during uninstallation give any more information? Does it happen on every target OS, or just Windows 2008?

It does not happen on Win 2003 OS. The logs are slightly different. For example, I found this in 2008 OS uninstall log which does not appear in 2003 log:
