Can CA edit a new/existing file?
I would like to write the value of a Property to an existing file.
I have a Basic MSI project.
Do I need to author a CA that is "Run InstallScript Code"?
Can this CA be run even if the installation is run without elevated permissions, e.g. simple user without admin rights?
Or is there a better way to create/edit/save a file?

Take a look at the INI, XML and Text Replacement changes view depending on the file type. Also realize that properties don't persist after the installation. Test your repairs and upgrades to make sure it behave the way you expect. You may have to fetch the property back in during an (re)install.
