COM registration fails. [Error 1904 HRESULT -2147220473]

When registering COM during installation, the following error occurs.
Error 1904 HRESULT -2147220473
The version in which the error occurs is the following OS, but there are machines where the error occurs and machines where the error does not occur even with the same build version.
Windows 10 64bit Version 1809 (OS Build 17763.1518)

COM registration uses the component's COM server registration feature.
I'm guessing that ISRegSrv.dll is outputting this error code.

Would you please let me know if you have a case where the same phenomenon is occurring?
