Build utf8 Database
I can't find that option in InstallShield LE. I really need it for multi-language support (even names of shortcuts!).

Hello,
I would like to confirm that the "Build utf8 Database" option is not available in the "Releases" view of InstallShield Limited Edition as LE has limited functionality and is used to create simple installers.You may consider upgrading to InstallShield Premier or Professional Editions however the Professional Edition does not support multi languages.
Kindly refer the below link that highlights the features of the three editions namely Premier,Professional and Express:
