i added a text style in the TextStyle table, but it woudln't show up in the TextStyle Dropdown for a text control until i close InstallShield, and then open it again.

Don't need close project then open it again, you just need to save the project after added new text style.
That was my first thought but that didn't work either. I also thought that switching to a different view then back to the dialogs view would prompt a reload of related tables but that didn't work either.
