Billboards going behind the background image

Hello all,
The billboards i am displaying in my setup are going behind the background image which i am showing the PlaceBitmap function. I was displaying the billboards previously which were on screen without a background image. (i.e. just a screen with a background color)
I am trying to add a background image and then show billboards when the progress bar starts.
Can anyone help 😞

I've had this exact same problem since Installshield 12 SP1. If you install IS12 without the service pack, it works fine.

I'm now on Installshield 2008 and it still doesn't work. I've found very little help here and I'm being pestered to upgrade to 2009?

Come on, please Acresso - address this problem.
