Basic MSI - Visual Studio primary output as key file

Visual Studio 2008 Professional
InstallShield 2009 Premier

I can't seem to get my components to overwrite files when the component key file already exist on the target machine. I have verified that the key file version is greater in the install than on the target machine. One thing to note is that the key file is the primary output of a Visual Studio 2008 project. Everything installs as I would expect on a new installation (files don't exist on target machine prior to install). I'm new to InstallShield...any help would be greatly appreciated.

The installation is not compressed so I can drill down into the actual files in the install. I verified that the correct key files are in the installation with the correct file versions, but I don't understand why the component isn't being installed during the installation.
