Adding Custom Action behavior deviates from the manual
I am attempting to add an MSI DLL Custom Action per the instructions:

However, the option to add the DLL is grayed out (see attached image).
What am I missing?

It looks like you are using the Limited edition of InstallShield but referring to the documentation for the Express edition of InstallShield.
The Limited edition of InstallShield has very limited custom action support. Although it has support for executable file, VBScript, and JScript custom actions, it does not have support for MSI DLL custom actions. It also does not have support for scheduling custom actions during some sequences of an installation, maintenance, or uninstallation. For example, in the Limited edition, you can sequence an action after the installation’s initialization (before the first dialog is displayed). However, you cannot schedule an action after the Install Welcome dialog. In the Express edition of InstallShield, all of the sequences in the Custom Actions view are available. The Premier and Professional editions offer additional sequencing options that are not available in the Express or Limited editions.
