Sometimes when stuck in an activation loop, activating the software through the command line might help.

Activation
Online Steps
1. Open a Command Prompt
2. Navigate to the following location:
a. For 32 bit OS: C:\Program Files\InstallShield\(***VERSION***)\System
b. For 64 bit OS: C:\Program Files (x86)\InstallShield\(***VERSION***)\System
3. Execute the following command:
a. Tsconfig /activate
4. If online fails is not an option please see the offline steps below
Offline Steps
1. Open a command Prompt
2. Navigate to the following location:
a. For 32 bit OS: C:\Program Files\InstallShield\(***VERSION***)\System
b. For 64 bit OS: C:\Program Files (x86)\InstallShield\(***VERSION***)\System
3. Execute the following command:
a. Tsconfig /activate /no_internet
4. Email the xml code generated to our activation server and wait for an automatic reply.
a. OActivations@flexerasoftware.com
5. Wait for a response email to be automatically generated with a new response xml code.
6. Execute the same command in step 3
a. Tsconfig /activate /no_internet
7. A dialog should appear stating a successful Activation took place.
