2014 Microsoft Shared Management Objects install as a Pre-requisite fails through MSI

Hi,
We are installing 2014 Microsoft Shared Management Objects (x64) as a Pre-Requisite for our application through the MSI and we have Install Shield 11. When the installer runs this Pre-requisite is failing on Silent installation.
But when we install the same manually it works.

Did anyone run into this issue. Any clue on how to fix would be really appreciated.
