Uninstaller Working While the Application Is Still Open

Hi
I have my application up and running but when I try to uninstall the same application,the uninstall happens successfully.There are some files which remains in the installed directory.
Is there any way I can put a check in Post-Install or Pre-Uninstall or Uninstall which checks if the application is up and running then do not allow user to uninstall??

Obviously, you need to put that in the Pre-Uninstall, but it'll be a custom code or a custom executable that will stop your application.
