Created simple user input panel. The simple user input panel is platform-dependent using the "Check Platform" expression rule. Under Properties Customizer > Properties > Label Settings, selected option "Highlight the Same Label as the Previous Panel". On save, that setting reverts to option "Choose a Label from the List of Install Step Labels" with the input panel named selected.
This results in install steps showing for platforms they are not relevant to.
Nevermind. The problem was "Auto populate labels when saving" was selected, which is an option in Installer UI > Custom UI Designer > Installer Steps > Installer Step Label Settings.
