InstallAnywhere 2008 which is a pretty old Version of IA and as you want it to work in InstallAnywhere 2022 it is not going to work or get converted directly.
To make things work I would like you to convert the iap.xml Project file to IA-2014/IA-2015 then try to convert it to IA-2020 then IA2022 as IA-2008 is very old version and its much older than IA-2022.
