As a best practice, you should be creating your Purchase record based on the actual Publisher Part Number that you purchased with this entitlement, and then let the SKU and Use Right Libraries create the License automatically.
If you do not have the publisher part number, then you can go through the Purchase Process Wizard:
1) Select the software application from the ARL that this entitlement is for
2) A list of all the available ways that this product can be purchased is shown at the bottom. Scroll through these and select the correct one and the License will be created.
